23. (1) The [State Government]3 may make rules consistent with this Act for giving effect to the provisions of this Act. [ (2) Without prejudice to the generality of the foregoing power such rules may provide for - (a) the manner of appointment of Presiding Officers of Labour Courts and Tribunals and the conditions of their employment ; (b) the manner in which a reference shall be made to a Labour Court or a Tribunal ; (c) the manner of appointment of Conciliation Officers and the conditions of their employment ; (d) the procedure to be followed in conciliation proceedings ; (e) the manner of remission of award by the State Government to the adjudicating authority ; (f) the manner of registration of settlements ; (g) the manner and the form in which muster rolls of workmen shall be maintained ; and (h) the matters which are to be and may be prescribed. (3) All rules made under this section shall, as soon as possible after they are made, be laid before the State Legislature. ]1
