(1) The Chief Secretary to the Government of Uttar Pradesh shall be President of the Institute and shall also be Chairman of the Governing Body. (2) The President shall, when present, preside at the meetings of the Institute and shall have the following powers and duties, namely- (a) to ensure that the administration of the affairs of the Institute are conducted in accordance with this Act and the rules and regulations made thereunder and to take such steps, as he deems fit, for the achievement of this object; (b) to call for such information or records relating to the administration of the affairs of the Institute, as he thinks fit; (c) to exercise such other powers and perform such other duties as are assigned to him by this Act or as may be prescribed by rules or laid down in the regulations.
