Without prejudice to any powers otherwise conferred by this Act, any officer or person empowered in this behalf by the 1[State] Government, by general or special order may enter and inspect any land for the purpose of determining whether and if so, in what manner, an order under this Act should be made in relation to such land, or with a view to securing compliance with any order made under this Act.
