Where a proprietor is found to have been habitually committing offences under the Act and the rules made thereunder, the Collector shall, after taking into consideration the gravity of the offence or a series of offences so committed, recommend to the licensing authority appointed under the provisions of the 1Bombay Cinemas (Regulation) Act, 1953 (Bom. XI of 1953) to initiate action against such proprietor for suspension or cancellation of the cinema licence or the ticket selling licence, as the case may be, granted under that Act to such proprietor, whereupon the licensing authority shall initiate such action against the proprietor.]
