10. Delegation of powers by the 1[State] Government.- 2[Any of the powers and duties conferred or imposed upon the 3[4[State] Government] by this Act may be exercised or performed, subject to such conditions as the 5[6[State] Government] may prescribe, by any person whom the 7[8[State] Government] may by general or special order empower in this behalf.
