Where an appointment is to be made on a temporary vacancy of teacher of the University because of resignation, leave or any reason, whatsoever, the appointment shall be made, if the vacancy is for a period of more than one year, on the recommendation of the selection committee in accordance with the provisions of section 63. The quorum for the selection committee shall be seven.
