Summary

7. Subject to the provisions of this Act, the powers and functions of the University shall be ,- (a) Administrative powers and functions:- (i) to administer and manage the University and the associated colleges and to establish such institutes and centre for research, education and instructions as are necessary for the furtherance of the objects of the University; (ii) to hold examinations and confer degrees, diplomas, or grant certificates and other academic distinctions or titles on persons subject to such conditions as the University may determine, and to withdraw or cancel any such degrees, diplomas, certificates or other academic distinctions or titles in the manner as may be prescribed; (iii) to confer honorary degrees or other distinctions in the manner as may be prescribed; (iv) to establish such specialized study centres or other units for research and development as are, in the opinion of the University, necessary for the furtherance of its objects; (v) to collaborate or associate with any educational institution with like or similar objects for the design and introduction of specialized standalone courses; (vi) to develop and maintain linkages with educational or other institutions in any part of the world having objects wholly or partially similar to those of the University, through exchange of teachers, students and scholars and generally in such manner as may be conducive to their common objects; (vii) to develop and maintain relationships with teachers, coaches. researchers, experts, sports associations and federations in any part of the world for achieving the objects of the University; (viii) to establish, maintain and manage sports infrastructure, halls and hostels for the residence of students and accommodation for faculties, officers and employees of the University; (ix) to supervise and control the residence and to regulate the discipline among the students of the University and to make arrangement for promoting their health and general welfare and cultural activities; (x) to institute and award fellowships, scholarships. prizes, medals and other awards; (xi) to purchase or to take on lease any land or building or sports complex or sports infrastructure and scientific sports research equipments or indoor stadium on works which may be necessary or convenient for the purpose of the University on such terms and conditions as it may think fit and proper and to construct, alter and maintain any such buildings or works ; (xii) to sell, exchange, lease or otherwise dispose of all or any portion of the properties of the University, movable or immovable, on such terms as it may think fit, consistent with the interest, activities and objects of the University, after taking prior permission of the State Government ; (xiii) to execute conveyances regarding transfers, mortgages, leases, licenses, agreements and other conveyances in respect of the property, movable or immovable including Government securities belonging to the University or to be acquired for the purpose of the University, after taking prior permission of the State Government; (xiv) to create academic, technical, administrative, ministerial and other posts and to make appointments thereto either on permmanent post or on temporary post or on contractual basis ; (xv) to institute professorships, associate professorships, assistant professorships, readerships, lectureships, endowed professorship, honorary professorships, adjunct professorships, emeritus professorships, of different sports and games and any other teaching, academic or research posts for sports sciences and to prescribe qualifications for them; (xvi) to appoint persons as Director, Deans, Professors, Associate Professors, Assistant Professors, Readers, Lecturers, Head Coaches, Coaches, Trainers, Adjunct Professors, or otherwise as teachers and researchers of the University; (xvii) to regulate and enforce discipline among the employees of the University and to provide for such disciplinary measures as may be prescribed ; (xviii) to do all such other acts and things as the University may consider necessary, conducive or incidental to the attainment or enlargement of all or any of the objects of the University. (xix) to be admitted as a student of the University or in any affiliated course of the University in any college/institution, a student must have at least won a medal/prize at the District Level Sports Competition in an Olympic Sports. (xx) to appoint to the post of Vice-Chancellor of the University, a person as per the qualification prescribed under section 12 of this Act. (xxi) to have liaison or membership with various international professional organisations or bodies. (xxii) to co-operate or collaborate or associate with any other University or authority or institution of higher learning, including those located outside the country, in such manner and for such purposes as the University, may determine. (xxiii) to act as a technical advisory body to State Government and State/National Sports Federations on all matters related to sports; (xxiv) to admit to its privileges any College or Institution in or outside India subject to such conditions as may be laid down by the Statutes; (xxv) to recognise persons for imparting instruction in any College or Institution admitted to the privileges of the University; (b) Academic, curriculum and research related powers and functions:- (i) to run a Bachelor of Sports person (three year Degree Course) with specialization in one of the Olympic sports, focusing on Athletics, Volleyball, Basketball, Football, Handball, Hockey, Wrestling and Boxing, Shooting where the evaluation of the Bachelors Degree will be based on participation and winning medals in the National and International Sports Competitions; (ii) to admit sportspersons who have proven their sports talent at the district level and ready to join the university and to groom sportspersons at an early stage (e.g. age of 12 years onwards) so that they can join the University at a later stage. (iii) to provide for instruction, coaching, training and research in such branches of knowledge or learning pertaining to the physical education, sports sciences, sports technology and high performance training for all sports and games; (iv) to conduct innovative experiments in new methods and technologies in the field of sports sciences, technology and management in order to achieve scientific sports training system for all sports and games and international standards of such physical education, sports training and research in sports sciences; (v) to prescribe courses and curriculum and provide for flexibility in the education system and delivery of methodologies including open, electronic and distance learning ; (vi) to provide for e-publishing, printing, reproduction and publication of research and other work and to organise exhibitions, workshops, seminars, symposia, conferences, competitions, webinars etc; (vii) to sponsor and undertake research in all aspects of physical education and sports sciences, sports technology, allied areas and high performance training for all sports and games; (viii) to admit the students for the courses offered by the University in the prescribed manner; (ix) to provide vocational guidance and placement services in field of sports and its allied activities. (x) to organise and to undertake extramural studies, training and extension services; (xi) to determine standards of admission to the University, which may include examination, evaluation or any other method of testing. (xii) to provide training, coaching and other backup to high level sports persons for achieving success in different national and international sports competition; (xiii) to provide for the preparation of instructional and training materials, including films, cassettes, tapes, video cassettes and other software; (xiv) to provided for semester system, continuous evaluation and choice-based credit system and to enter into agreement with other Universities and academic institutions for credit transfer and joint degree programmes; (xv) to ensure active participation of students in all academic activities of the University, including evaluation of teachers. (c) Finance related powers and functions:- (i) to regulate the expenditure, manage the finance and to maintain accounts of the University; (ii) to receive grants, subventions, subscriptions, donations and gifts for the purposes of the University and consistent with the objects for which the University is established and to enter into any agreement with the Central Government, the State Government, PSUs, the University Grants Commission or other authorities or bodies for receiving any grants; (iii) to receive funds from the industries, associations, federations or from any other sources as gifts, donations, benefactions or bequests by transfer of movable and immovable properties for the purposes and objects of the University; (iv) to fix, demand and receive or recover fees and such other charges as may be prescribed; (v) to draw and accept, to make and endorse, to discount and negotiate Government promissory notes and other promissory notes, Acts of exchange, cheques or other negotiable instruments; (vi) to raise and borrow moneys on bonds, mortgages, promissory notes or other obligations or securities founded or based upon all or any of the properties and assets of the University or without any securities and upon such terms and conditions as it may think fit and to pay out of the funds of the University, all expenses incidental to the raising of moneys, to repay money borrowed, after taking prior permission of the State Government; (vii) to invest the funds of the University in accordance with the provisions of the Act; (d) Miscellaneous powers and functions:- (i) to maintain all reports of activities, finances etc in public domain in a web portal. (ii) to give effect to the procedures and standards provided under the Khelo India Scheme or the National Sports Talent Search and Identification Scheme; (iii) accreditation shall be obtained from the National Assessment and Accreditation Council or any other accrediting agency at the national level; and (iv) E-governance shall be introduced with effective management information.

7.
