(1) The Board shall ordinarily meet once in every quarter on such date and at such time and place as the Board may determine or, as the case may be, the President may direct. (2) At every meeting of the Board, the President, or in his absence, such member,as may be determined by the Board, shall preside. (3) A member specified in clause (b) of sub-section (2) of section 6 may authorize in writing any person who is a Hindu and a member specified in clause (c) or clause (d) or clause (e) or clause (f) of that sub section may, if he is unable to attend any meeting of the Board, likewise authorize an officer not below the rank of Joint Secretary in his department to attend such meeting and the person or officer so authorized shall have the right to take part in the proceedings of the meeting and shall also have the right to vote. (4) No business shall be transacted at any meeting of the Board, unless at least five members including persons or officers authorized under sub section (3) are present. (Amended by notification dated October 6, 1989) (5) The Board shall follow such procedure for the transaction or business, as may be determined by the regulations (6) All questions arising at a meeting of the Board shall be decided by a majority of the members present and voting and in the case of equality of votes, the President shall have a casting vote. (7) The Chief Executive Officer, who shall be the Secretary of the Board, shall be responsible for the due record and maintenance of the minutes of the proceedings of the Board and shall submit a copy of the minutes to the State Government for information.
