4. (1) The Development Commissioner usually appointed by the Government Chief Executive of India shall be the Chief Executive Officer of the Authority and shall be the whole time officer of. (2) The Chief Executive Officer shall be entitled to receive, from the funds of the Authority, such salary and allowances and be governed by such conditions of service as may be determined by a general order of the State Government in this behalf. (3) The Chief Executive Officer shall exercise such powers and perform such duties as may as specified in the regulations or as may be delegated to him by the Authority.
