14. (1) The Developer may provide any infrastructure facility of its own or may engage a Government or private agency in the manner prescribed for the purposes of providing an infrastructure facility. (2) Where any infrastructure facility is provided, the developer shall have the power to levy user-charges for the service so provided. (3) The Developer may delegate the power of collection of the user-charges to the agency providing the infrastructure facility. Explanation— For the purposes of this section— the expression "provide'" shall include development, Construction, installation, maintenance and operation of the infrastructure facility.
