(1) The Competent Authority shall, on the application of the owner of any land or building in a clearance area which is not intended to be acquired for the purposes of this Act, permit him, subject to such conditions and regulations as may be prescribed, to make fresh constructions on such land or alterations or repairs in such building. (2) Where an application under sub-section (1) is not disposed of by the Competent Authority within a period of thirty days from the date of its receipt, the owner of the land or building seeking to make construction on such land or alterations or repairs in such building may, after expiry of fifteen days from the date of service of a further notice intimating the Competent Authority of his intention so to do, make fresh construction on such land or alterations or repairs in such building subject to such conditions and regulations as may otherwise have been imposed under the plan approved by the Competent Authority and any existing law relating to the construction of buildings.
