The Competent Authority shall, before any area is declared as a clearance area under section 10, serve or cause to be served a notice upon every person owning or occupying any building in the area proposed to be notified as a clearance area, indicating that it is proposed to declare the area as a clearance area and calling upon him to show cause within the period mentioned in the notice, not being less than thirty days, why the order proposed be not passed. The notice under this section shall also be published in the official Gazette, and two of the local papers.
