Except as provided by sections 233 and 234 or as may be prescribed, no person shall make or cause to be made any connection of a drain belonging to himself or to some other person with any 2[Corporation] drain or other place lawfully set apart for the discharge of drainage and the 1[Municipal Commissioner] may, after giving notice to the person concerned, close, demolish, alter or remake any such connection made in contravention of this section, and the expenses incurred by the 1[Municipal Commissioner] in so doing shall be paid by the owner of the street, or the owner or occupier of the premises, for the benefit of which the connection was made, or by the person offending.
