150. Except as may be provided by rules in this behalf, no expenditure shall be incurred or payment made of any sum out of the 1[Corporation] Fund unless the same is covered by a current budget grant, and sufficient balance of such budget grant is still available, notwithstanding any reduction or transfer thereof which may have been made in accordance with the provisions of sub-section (3) of section 149.
