1[136-A.Notwithstanding anything contained in this Act, every contract or estimate in respect of an urban development project sponsored by the Government of India or receiving aid from the Word Bank or any other foreign Organisation, shall be made or sanctioned in accordance with the scheme approved by the Government : Provided that the meeting of the Corporation for sanction of funds for such Urban development projects shall be convened and decision taken within one month from the date of approval of the project by the State Government : Provided further that if the meeting of the Corporation is not convinced decision is not taken within the time specified in the first proviso, the Corporation shall be deemed to have sanctioned the fund and if the sanction is refused or as accorded with modification, the matter shall be referred to the State Government and the decision of the State Government shall be final and binding on the Corporation and the Corporation shall be deemed to have sanctioned the fund accordingly. The 1 Municipal Commissioner may thereupon execute the project, spend funds and ensure the completion of project within the stipulated time; Provided also that the Corporation shall undertake regular monitoring projects and shall send its report to the State Government.]
