132. (1) All contracts referred to in section 131 including contracts relating to the acquisition and disposal of immovable property or any interest therein made in connexion with the affairs of the 1[Corporation] under this Act, shall be expressed to be made, for and on behalf of the 1[Corporation], and all such contracts and all assurances of property made in exercise of that power shall be executed, for and on behalf of the 1[Corporation], by the 2[Municipal Commissioner] or by such other officer of the 1[Corporation] as may be authorized in writing by the 2[Municipal Commissioner] either generally or for any particular case or class of cases. (2) No contract for any purpose, which in accordance with any provisions of this Act or any rules made thereunder the 2[Municipal Commissioner] may not carry out without the sanction of one of the other 1[Corporation] authorities, shall be made by him unless such sanction has been given. (3) No contract involving an expenditure exceeding 3fifteen lakh rupees and not exceeding 3[twenty lakh rupees] shall be made by the 2[Municipal Commissioner] unless it has been sanctioned by the Executive Committee. 4[(3-A). No contract involving an expenditure exceeding 5ten lakhs rupees and not exceeding 5[fifteen lakh rupees] shall be made by the Municipal Commissioner unless it has been sanctioned by the Mayor.] (4) No contract involving an expenditure exceeding 6 twenty lakh rupees shall be made by the 2[Municipal Commissioner] unless it has been sanctioned by the Corporation. (5) Every contract made by the 2[Municipal Commissioner] involving an expenditure exceeding 6[five lakh rupees] and not exceeding 7[ten lakh rupees] shall be reported to the Executive Committee within fifteen days after it has been made. (6) The foregoing provisions of this section shall apply to every variation or discharge of a contract as well as to an original contract. 8[(7) The State Government may, by notification in the Gazette, modify the monetary limits specified in 4sub-section (3) or sub-section (3-A) or sub-section (4) or sub-section (5) keeping in view the rise in costs or the exigencies of work and efficiency of Corporations.]
