[47. (1) Notwithstanding anything in sections 43, 44 and 46 officiating and temporary appointments to posts mentioned in subsection (1) of section 43 may be made by the appointing authority specified in section 43 or in the rules made under section 44 without consulting the Commission, but no such appointment shall, except as provided in sub-section (2), continue beyond a period of one year save after consultation with the commission. (2) The appointments made under sub-section (1) may, in special circumstances, and where the appointing authority is the 1[Zila Panchayat], with the approval of the Government be continued without consulting the commission for a period not exceeding two years. ]2
