(1) Every order refusing to grant the license under section 4, or refusing to renew the licence under section 5, or suspending or cancelling the licence under section 6 shall be in writing and shall contain the reasons in support thereof, and every such order shall be communicated to the applicant or the licensee concerned. (2) Before making an order referred to in sub-section (1) the Licensing Authority shall give to the applicant or the licensee as the case may be a reasonable opportunity of being heard
