(1) With the previous sanction of the 1[State Government] the Council — (a) shall appoint a registrar; (b) may grant leave to such registrar and appoint a person to act in his place; and (c) shall pay to the registrar and to the person (if any) appointed to act in his place such salary and such allowances (if any) as the Council may determine. (2) The Council may appoint such other officers and such clerks and servants as it may consider necessary for the purposes of this Act, and shall pay them such salary and such allowances (if any) as the Council may determine. (3) The registrar shall act as secretary to the Council. (4) Every person appointed under sub-sections (1) and (2) shall be deemed to be a public servant within the meaning of section 21 of the Indian Penal Code.
