13. (1) Subject to the provision of this Act and of any rules made by the 1[State Government] under this Act the Council may make regulations in respect of — (a) the times and places at which the meetings shall be held; (b) the issue of notices convening such meetings; and (c) the conduct of business thereat. (2) Until such time as the regulations referred to in sub-section (1) have come into operation, it shall be lawful for the president to summon a meeting at such time and place as to him shall seem expedient, by letter addressed to each member.
13.
