12. (1) No business shall be transacted at a meeting of the Council unless a quorum of six members be present. (2) Save as otherwise provided in section 26 (1) (b), all questions arising at a meeting shall be decided by the votes of the majority of the members present and voting or, in the case of an equality of votes, by the casting vote of the president, or, in his absence, of the member presiding at the meeting. (3) No act or proceeding of the Council shall be deemed invalid merely by reason of a vacancy in the Council or of a defect in the election or nomination of a person acting as a member of the Council.
