21. Whoever contravenes any of the provisions of this Act or any rule made thereunder or any of the conditions subject to which a license has been granted to him shall, if no other penalty is already provided in this Act for such contravention, be punishable with fine which may extend to five hundred rupees, or if he has previously been convicted of an offence under this Act, or any rule made thereunder, with fine which may extend to fifteen hundred rupees.
