WORKING OF AERIAL ROPEWAYS 19. A promoter shall, for the purposes of working an aerial ropeway and subject to such maximum and minimum rates as may be prescribed, have power from time to time to fix rates for the carriage of passengers, animals, or goods on the aerial ropeway.
