12. (1) The Chief Secretary of Uttar Pradesh shall be the President of the Institute and shall also be Chairman of the Governing Body. Meeting of the Institute shall be convened as per directions of the President. (2) The President shall preside over the meetings of the Institute. (3) The Powers and functions of the President shall be- (a) to ensure that the administration of the affairs of the Institute are being conducted in accordance with the provisions of this Act and the regulations and to take such steps, as he deems fit; (b) to call for such information or records relating to the administration of the affairs of the Institute; (c) to include in the agenda at any time before or during a meeting, fresh items of business or items supplementary to those included in the agenda for consideration; (d) to exercise such other powers and perform such other functions, as may be prescribed. (4) The President may delegate any of his power to the Vice-President.
