As mentioned earlier, the State Security Commission created under Section 35 of Chapter V shall regularly evaluate and review the performance of the Police Service in the state as a whole and also district-wise. For this purpose, the Commission shall: (a) identify performance indicators to evaluate the functioning of the Police Service, which shall, inter alia, include operational efficiency, public satisfaction, victim satisfaction vi-a-vis police investigation and response, accountability, impartiality, honest policing, courteous behavior, optimum utilization of resources, and observance of human rights standards, and suggest ways and means to improve the same; (b) review and evaluate organizational performance of the State police against: (i) the Annual Plan provided for in Section 34 of Chapter V of this Act, (ii) performance indicators as identified and laid down by the Board itself (iii) resources available with, and constraints of the police; and (c) lay down policy guidelines for gathering information and statistics related to police work.
