Notwithstanding anything contained in this Act and the Statutes,- (a) The first Vice-Chancellor, the first Registrar and the first Finance Officer shall be appointed by the Chancellor in consultation with the State Government and they shall be governed by the terms and conditions of service specified by the Statutes: Provided that, the first Vice-Chancellor shall be eligible for appointment in the manner specified in the Statutes for regular term. (b) The first Board of Management shall consist of not more than nineteen members who shall be nominated by the Chancellor in consultation with the State Government and they shall hold office for a term of three years. (c) (i) The first Planning Board shall consist of not more than ten members who shall be nominated by the Chancellor in consultation with the State Government and they shall hold office for a term of three years. (ii) The Planning Board shall, in addition to the powers and functions conferred on it by this Act, exercise the powers of the Academic Council, until the Academic Council is constituted under the provisions of this Act and the Statutes, and in the exercise of such powers, the Planning Board may co-opt such members as it may decide.
