(1) The Board shall meet not less than twice in every year, and six months shall not intervene between two successive meetings. (2) The Chairperson of the Board may at any time, if the exigencies so demand, and upon a written request made by not less than one-third of the total number of members of the Board shall call a special meeting of the Board on a date not later than twenty-one days after the receipt of such request by the Chairperson.
