(1) The Secretary, officers and servants shall be appointed on such terms and conditions as to service as may be prescribed by rules or, as the case may be, by regulations made by the committee. (2) The salary and allowances of the Secretary, officers and servants of the committee shall be paid 1[out of the Management Fund].
