Notwithstanding anything contained in the provisions of this Act, the State Government shall constitute the first Vyavasthapana Parishad, the Vidvat-Parishad and the Niyojana Vikas Mandala and the Sadasya of such authority shall hold office until the authorities are constituted in accordance with the relevant provisions of this Act.
