Notwithstanding that any authority or body or committee of the University, is not duly constituted, or there is a defect in its constitution or reconstitution at any time, or that there is a vacancy in the membership of any such authority or body shall be invalidated by reason only of the existence of any vacancy amongst its members or any defect in the constitution thereof or on any such ground or grounds.
