(1) The first regulations and rules necessary for effective working of the University may be made by the first Vice-Chancellor with the approval of the Chancellor. (2) The Academic Council may make regulations consistent with this Act, the Statutes and the Ordinances, providing for all or any of the matters which, by or under this Act, the Statutes or Ordinances, are to be or may be provided by regulations, and for all other matters solely concerning itself. (3) Any authority or body of the University shall subject to the previous approval of the Executive Council, make rules consistent with this Act, the Statutes, Ordinances and regulations for - (a) giving notice of the date and hour of its meeting and of the business to be conducted thereat; (b) regulating the procedure at its meetings and the number of members required to form a quorum, and keeping of records of the proceedings of such meetings; (c) providing for all matters which, by or under this Act, the Statutes, Ordinances or regulations are to be, or may be, determined by rules; and (d) providing for all other matters solely concerning such authority or body. (4) Such rules shall be submitted to the Executive Council, which may amend or annul them in such manner as it thinks fit, after ascertaining and considering the views of the authority or body making them.
