(1) The first Ordinance necessary for effective working of the University, with regard to all matters set out in section 41, may be made by the first Vice-Chancellor with the approval of the Chancellor. (2) The Executive Council may make, amend or repeal Ordinances in the manner hereinafter provided. (3) No Ordinance shall be made by the Executive Council unless draft thereof has been proposed by the Academic Council. (4) The Executive Council shall not have the power to amend any draft proposed by Academic Council under sub-section (3), but may reject or return it to the Academic Council for reconsideration, in part or in whole, together with any amendments which the Executive Council may suggest; and the Academic Council after taking into consideration the amendments suggested by the Executive Council propose the draft Ordinance to the Executive Council and the Executive Council shall make the Ordinance accordingly. (5) All Ordinances made by the Executive Council shall have effect from such date as it may direct, but every Ordinance so made shall be submitted to the Chancellor within two weeks from its acceptance. The Chancellor shall have the power to direct the Executive Council, within four weeks of the receipt of the Ordinance, to suspend its operation, and he shall, as soon as possible, inform the Executive Council of his objection to it. He may, after receiving the comments of the Executive Council either withdraw the order suspending the Ordinance or disallow the Ordinance, and his decision shall be final.
