(1) The licensing authority may, on application made in the prescribed form on payment of the prescribed fee and the security money, grant a licence to person possessing the prescribed qualifications, entitling them to Act as weighers, samplers and classifiers, of any goods deposited or to be deposited in a warehouse ruu by a warehouseman and, to issue certificates as to the weight, bulk, quality or grade of the goods which they have examined. (2) Any certificate so issued shall subject to any order made by the Board of Arbitrators on complains refereed to in section 29 be binding on the warehousemen and the depositor as to the weight, bulk, quality or grade of the goods so certified. (3) No person, who is not licensed under this section, shall Act,or hold himself out, as a weigher, sampler or classifier, in relation to goods kept in the warehouse run by a warehouseman.
