(1) Every grower of tendu leaves other than the State Government or a Gaon Sabha or other local authority shall, if the quantity of leaves grown by him during a year is likely to exceed such quantity as may be prescribed, get himself registered in the prescribed manner. (2) Registration of manufacturer of bidis and exporter of tendu leaves. - Every manufacturer of bidis and every export of tendu leaves shall get himself registered on payment of such fee and in such manner as may be prescribed.
