17. (1) For the purposes of allotment of accommodation under section 16, the State Government may make rules which shall provide for the following matters, namely:- (a) laying down the standard of accommodation to which a member shall be entitled ; (b) fixing the scale on which every such accommodation shall be furnished; (c) fixing standard rent of 1[any] accommodation; (d) 2[ * * * * * ] (e) making provision for payment by the State Government of all charges including charges for electricity and water and for regulating the supply of water and electricity in such accommodation. (2) The rules referred to in sub-section (1) may be made in respect of those members also who hold any of the offices referred to in clause (i) of section 2.
