The railway coupons issued to a member or ex-member under this Chapter shall be valid for such period and every unused coupon shall be surrendered to the Secretary in such manner as may be prescribed and an amount equivalent to the value of such surrendered railway coupons shall be paid in cash to such member or ex-member.]
