7. No Act or proceeding of the Authority or the Committee shall be invalid merely by reason of,- (a) the existence of any vacancy in or any defect in the constitution of the Authority or the Committee; or (b) any irregularity in the procedure of the Authority or of the Committee not affecting the merits of the case.
