Any person aggrieved by an order of the Competent Authority under sub-section (4) of section 23 may, within thirty days of the date of receipt of order, prefer an appeal against it to the Commissioner of the division, or such officer or court as may be notified in this behalf by the State Government whose decision thereon shall be final and be not questioned in any court of law.
