(1) Any person aggrieved by an order under sub-section (1) or subsection (3) of Section 8 may, within thirty days of the date on which the order is communicated to him, appeal to the State Government in the prescribed manner and the State Government may pass thereon such order as it deems fit. (2) An order of the State Government under sub-section (1) shall be final.
