28. (1) Subject to the provision of this Act and the Statutes, the Ordinances may provide for any matter which by this Act or the Statutes is to be or may be provided for by the Ordinances. (2) Without prejudice to the generality of the provisions of sub-section (1), the Ordinances shall provide for the following matters, namely :— (a) the admission of student, the courses of study and the fees therefor, the qualifications pertaining to the degrees, diplomas, certificates and other courses the conditions for the grant of fellowships, award and the like ; (b) the conduct of examinations, including the terms and conditions and appointment of examiners ; and (c) the management of Colleges admitted to the privileges of the University. (3) The first Ordinance shall be made by the Vice-Chancellor with the previous approval of the State Government and the Ordinance so made may be amended, repealed or added to at any time by the Executive Council in such manner as may be prescribed.
