(1) The Examination controller shall be appointed by the State Government in such manner, on such emoluments and other conditions of service, and shall exercise such powers and perform such functions, as may be prescribed. (2) When, for any reason, the office of the Examination Controller is vacant, all the powers and functions of the Examination Controller shall be performed by the Registrar or by such other persons as may be appointed by the Executive Council.
