(1) The respective functions of the several 1[Corporation] authorities shall be such as are specifically prescribed by or under this Act. (2) In the event of any doubt or dispute arising as to which 1[Corporation] authority any particular function belongs, the 2[Municipal Commissioner] may, and if the 3[Mayor] so requires shall, refer the doubt or dispute to the State Government whose decision shall be final and not open to question in any court of law.
