(1) The Board may, with the previous sanction of the State Government, make regulations consistent with this Act and the rules made thereunder. (2) In particular, and without prejudice to the generality of the foregoing power, the Board may make regulations providing for - (a) the procedure in regard to the transaction of business of the Board or its committees ; (b) the functions and duties of the employees of the Board; (c) the constitution, powers, duties and functions of Committees of the Board ; and (d) any other matter for which provision is to be or may be made in the regulations.
