No person other than an authorised person or agency shall collect, carry or transport milk or milk products from any place within a reserved area to any place outside such area without obtaining licence in this regard from the licensing authority : Provided that nothing in this section shall apply to transport or carriage of ghee, or milk any milk product in quantities not exceeding prescribed limits by any person for personal consumption.
