260. The minute books of the 1[Zila Panchayat] and every 1[Kshettra Panchayat] and the assessment lists of the 1[Zila Panchayat] shall be open to inspection free of charge by any tax-payer or elector under conditions to be prescribed by bye law in this behalf.
