(1) The State Government may issue such directions from time to time to the University on policy matters, not inconsistent with the provisions of this Act, as it may deem necessary. Such directions shall be complied by the University. (2) Without prior approval of the State Government, the university shall not; (a) divert any earmarked funds received for a purpose other than that for which it was received. (b) transfer, by sale, lease or otherwise, any immovable property; (c) take any decision which results in financial liability for the University or the State Government, direct or indirect. (3) The State Government may carry out test audit or full audit of the accounts of a university, as the State Government may deem fit.
