(1) The Appropriate Authorities with respect to the area of their jurisdiction shall proactively disclose information. (2) It shall be the duty of the appropriate body to disseminate the records in such a manner that any person can understand the information easily. This obligation shall also include the dissemination of information in a consolidated and summarized form.
