(1) No court shall take cognizance of any offence under this Act except on a complaint in writing of an officer of the Commission authorized in this behalf by the Commission. (2) An offence under this Act shall be triable by a court not lower in range than that of the Chief Judicial Magistrate or Additional Chief Judicial Magistrate having jurisdiction.
