Every licensee shall unless expressly exempted under the licence prepare and render to the Commission, on or before such date in each year as may be specified in the licence, an annual statement of accounts of his undertaking and of each separate business unit in such form and containing such particulars, as may be required under thelicence and such statements shall be published in at least two daily newspapers having wide circulation in the area concerned.
