No act or proceeding of the Commission shall be deemed to be invalid merely on the ground of: a. any vacancy in, or defect in, the constitution of the Commission; or b. any defect or irregularity in the appointment of any person acting as a member thereof; or c. any defect or irregularity in such act or proceeding not having any material effect.
